Universal Primary Education (UPE):

  • Introduced in 1976 during General Obasanjo’s regime.

  • Aimed at providing free, compulsory primary education for all Nigerian children.

  • Initially implemented in the Western Region in 1955, later extended nationwide.

Challenges:

  • Inadequate classrooms and teachers.

  • Poor planning and funding.

  • Over-enrollment and dropouts.

Universal Basic Education (UBE):

  • Launched in 1999 under President Olusegun Obasanjo.

  • Broader than UPE—it covers 9 years of basic education:

    • 6 years of Primary

    • 3 years of Junior Secondary

Objectives:

  • Eradicate illiteracy and ignorance.

  • Provide relevant life skills.

  • Reduce dropout rates.

Implementation:

  • Backed by the UBEC Act (2004).

  • Focus on teacher training, infrastructure, community involvement, and girl-child education.
